In 2015 Supreme Audit Office published the report concerned the quality of doctoral studies in Poland. Result of the conducted audit is alarming: “there are serious doubts both about quality and effectiveness of mass doctoral education” (SAO 2015). The text presents an overview of university regulations concerned the evaluation of annual achievements of PhD students (in the area of social sciences) and indicates its potentially negative consequences for the quality of their academic activity. The article refers to two terms – “running for points” and “parametric game”– introduced by Emanuel Kulczycki to describe consequences of economization of research evaluation system, i.e. measuring academic activities and turning them into points-based rewards.
The Bill defines a requirement which are base of the academic teacher periodic evaluation. The question about criteria, conditions, and instrumentality in the evaluation process should be asked. The investigation was conducted based on 32 evaluation sheets used in 22 Polish universities. As a result the characteristics of the sheets and their construction were displayed. The occupied position or the scientific degree of employee determines the disproportion in the scope of assessment conditions. Another results show main domain which are considered during evaluation of teacher activity. A scientific category of university turned out significant for the scope of an attention paid to these domains. The evaluation sheets were arranged in a typology on the base of their characteristics.
Metholodogy of Conclusions Evaluation as a Barrier for Getting Finansing of Innovations in SME. The main aim of this article was to identify the barriers arising from the proposals for the definition of innovation adopted for evaluation. The subject of the study was the methodology of evaluation of applications for co-financing under European Union funds, the sub-measure „Industrial research and development by enterprises”. Complicated procedures and the lack of access to reliable information result in the need to use third-party services when preparing applications. In addition, projects that are highly competitive are favored, but are not always the most innovative. Another problem is the approach to the definition of innovation. The so-called the Oslo methodology was last updated in 2005. The methodology adopted is also not adequate to the current situation in the IT service landscape.
The new evaluation rules proposed by the Polish Ministry of Science and Higher Education in July 2018 are set to cure some of the ailments of the existing system, notably the “punktoza” phenomenon (i.e. publishing for volume, not scientific quality). However, it should be pointed out that the method of fixing old “bugs” might in fact create some new ones. In this article I discuss three elements of the proposed regulations, namely: the principle of “inheritance of prestige”, treatment of chapters in edited volumes, and possible variants of ministerial registry of academic publishers. To address those issues empirically I use an existing dataset covering citation of books in 2009–2013 (Torres-Salinas et al. 2014). While the new evaluation rules apply relatively high value to chapters in edited volumes, they in fact have disproportionately low scientific impact. What is more, the correlation between citation of books and chapters in edited volumes is very low, casting doubt on the assumed “inheritance of publishers' prestige”. Finally, there seems to be a high risk that the registry of publishers will not reproduce the exponential distribution observed in the actual structure of scientific impact (and apparently sought by the new system), thereby jeopardizing validity of such evaluation.
In the text is analyzed the issue of the parametric evaluation of scientific journals. The author makes thesis (and justifies it), that the nature and methodological bases of this process will determine the quality of effects of works on the scientific journals evaluation and it’s further status. Whereas this evaluation has far-reaching consequences for the development of the science.
In this text are shown the chosen specific manifestations of rhetoric used by NCN experts in the evaluation of grant applications. The subject of analysis are the phrases and expressions contained in the opinions of requests in competitions FUGA (national competitions for internships after obtaining a doctoral degree, postdoc position), which are characterized by ambiguity and commonness. Makes it difficult to incorporate them in re-applying for the grant. Moreover, some of them express patronize attitudes towards potential applicants and their advisors. As an example one could present an expression: „as for pedagogue she has a good achievements”.
The title of the paper harks back to Schopenhauerian ‘der Positivitȁt des Schmerzens’, a formulation which, stripped of its broader philosophical context, reads to most of us paradoxical if not overtly contradictory. The folk (non-medical) perception of pain may be evaluatively negative, but there are also pain conceptualizations which reveal that humans infrequently think about this phenomenon along more positive lines. Thus, being predominantly construed as an ‘evil-doer’, pain does not preclude more positive construals, both in medical and non-medical fi elds. ‘Positivity of pain’, then, is often explored within literary, anthropological, psychological, theological, social, therapeutic and utilitarian realms, and, as Sussex puts it, “in its interdisciplinary span, pain language is a prototypical example of a problem of applied linguistics” (2009: 4). With this in mind, I take a closer look at some verbal as well as verbo-pictorial manifestations of pain. The focus of the present study is specifi cally on the overarching metaphor +PAIN as ‘GOOD-DOER’+ (naturally contrasted with the previously hinted +PAIN as ‘EVIL-DOER’+), further broken into more specifi c sub-metaphors. An attempt at capturing and describing some of these apparently counter-intuitive pain metaphorizations reveals their ‘positive potential’, a potential of tools with which to obtain control over pain and, in many cases, re-forge it into something ‘better’, something evaluatively positive.
Activities related to parking of transport, today have become widespread. While parking taxes for vehicles are one of the most important sources of local budgets in countries with established traditions of local government. The tax for parking spaces for vehicles is a relatively new collection in the tax system of Ukraine, which is due to the recent reform in tax legislation. Therefore, the scientific coverage of this subject is currently insufficiently investigated. In the article typical permissive documents are considered when decorating parking lots, and dependence that contradicts the current land legislation affects local revenues to the budget is established. The discrepancy between the general approaches of payment for land is established. For comparison, the approach of parking taxation, for which there is no land management documentation, and the main reason is the permission from the public enterprise for the maintenance of green spaces is considered. The analysis of the current state of the transport scheme of the city shows that in conditions of growth of elaborate road schemes and with insufficient rates of increase in its capacity to contain traffic growth it is advisable to increase the carrying capacity of transport lines and the development of mass passenger transport in cities with a planned increase in average capacity of rolling stock. Also, using traffic management is necessary to ensure that special conditions for the passage of the public transport network.
The reliable and rapid diagnosis of infectious animal diseases presents an exceptionally im- portant aspect when considering their control and prevention. The paper describes the compara- tive evaluation of two rapid isothermal amplification methods for diagnosis of African swine fever (ASF). The robustness of loop-mediated isothermal amplification (LAMP) and the cross-priming amplification (CPA) were compared using samples obtained from ASF confirmed animals. Both assays were evaluated in order to define their diagnostic capabilities in terms of ASF diagnosis and reproducibility of the results. Investigations showed no cross-reactivity for other pig patho- gens and no significant differences in the specificity of both assays. The sensitivity of LAMP reached 90%, while that of CPA was 70%. In conclusion, both methods are suitable for imple- mentation in preliminary ASF diagnosis but further improvements are required to enhance their diagnostic sensitivity.
Overseas mining investment generally faces considerable risk due to a variety of complex risk factors. Therefore, indexes are often based on conditions of uncertainty and cannot be fully quantified. Guided by set pair analysis (SPA) theory, this study constructs a risk evaluation index system based on an analysis of the risk factors of overseas mining investment and determines the weights of factors using entropy weighting methods. In addition, this study constructs an identity-discrepancycontrary risk assessment model based on the 5-element connection number. Both the certainty and uncertainty of the various risks are treated uniformly in this model and it is possible to mathematically describe and quantitatively express complex system decisions to evaluate projects. Overseas mining investment risk and its changing trends are synthetically evaluated by calculating the adjacent connection number and analyzing the set pair potential. Using an actual overseas mining investment project as an example, the risk of overseas mining investment can be separated into five categories according to the risk field, and then the evaluation model is quantified and specific risk assessment results are obtained. Compared to the field investigation, the practicability and effectiveness of the evaluation method are illustrated. This new model combines static and dynamic factors and qualitative and quantitative information, which improves the reliability and accuracy of risk evaluation. Furthermore, this evaluation method can also be applied to other similar evaluations and has a certain scalability.
The article discusses changes in Polish regulations concerning assessment of the climate hazard in underground mines. Currently, the main empirical index representing the heat strain, used in qualification of the workplace to one of the climate hazard levels in Poland is the equivalent climate temperature. This simple heat index allows easy and quick assessment of the climate hazard. To a major extent, simple heat indices have simplifications and are developed for a specific working environments. Currently, the best methods used in evaluation of microclimate conditions in the workplace are those based on the theory of human thermal balance, where the physiological parameters characterising heat strain are body water loss and internal core temperature of the human body. The article describes the results of research on usage of equivalent climate temperature to heat strain evaluation in underground mining excavations. For this purpose, the numerical model of heat exchange between man and his environment was used, taken from PN-EN ISO 7933:2005. The research discussed in this paper has been carried out considering working conditions and clothing insulation in use in underground mines. The analyses performed in the study allowed formulation of conclusions concerning application of the equivalent climate temperature as a criterion of assessment of climate hazards in underground mines.
This paper constitutes the sensitivity study of application the Polar WRF model to the Svalbard area with testing selected parameterizations, including planetary boundary layer, radiation and microphysics schemes. The model was configured, using three one-way nested domains with 27 km, 9 km and 3 km grid cell resolutions. Results from the innermost domain were presented and compared against measured wind speed and air temperature at 10 meteorological stations. The study period covers two months: June 2008 and January 2009. Significant differences between simulations results occurred for planetary boundary layer (PBL) schemes in January 2009. The Mellor-Yamada-Janjic (MYJ) planetary boundary layer (PBL) scheme resulted in the lowest errors for air temperature, according to mean error (ME), mean absolute error (MAE) and correlation coefficient values, where for wind speed this scheme was the worst from all the PBL schemes tested. In the case of June 2008, shortwave and longwave radiation schemes influenced the results the most. Generally, higher correlations were obtained for January, both for air temperature and wind speed. However, the model performs better for June in terms of ME and MAE error statistics. The results were also analyzed spatially, to summarize the uncertainty of the model results related to the analyzed parameterization schemes groups. Significant variability among simulations was calculated for January 2009 over the northern part of Spitsbergen and fjords for the PBL schemes. Standard deviations for monthly average simulated values were up to 3.5°C for air temperature and around 1 m s-1 for wind speed.
The text analyses the documentation of the periodic evaluation of academic teachers at 22 Polish universities with the faculties of Pedagogy, shows the conditions of this evaluation and characterises its procedure. The content analysis reveals what issues in the internal regulatory documents establish the periodic evaluation of academic teachers and its procedure, as well as the extent to which they are represented in these documents. In order to fully describe the regulations and to explore the differences among the universities in the area of teacher evaluation, the authors used a statistical analysis. The results show a wide variation of the elements that are included in the internal documents regulating the periodic evaluation of academic teachers. The authors refer to the contemporary press and media discussion on the condition of universities and the directions of their development. They interpret the findings referring also to the contemporary perception of a university as an enterprise as well as to strong bureaucracy at the universities and its adverse impact on their evaluation system.
The paper presents an original method for assessing the landscape physiognomy of the rural public spaces. It takes into account both the purely aesthetic qualities as well as those that affect the functionality, attractiveness and significance of a given space. The following features are evaluated: coziness, availability, the nature of the edges, presence of greenery, presence of water ecosystems, presence of landscape dominants and landmarks, opening and view connec-tions, presence of negative elements, local identity and tradition, bendiness, and the nature of light. The method has been applied to evaluate the selected rural public spaces of the Polesie region realized in the years 2008–2015. The study revealed that 40% of the analyzed places were rated positively, 33% neutrally and 27% negatively. The article examines the types of spaces which obtained the highest and the lowest raring position, as well as features that affect this as-sessment. Besides, the analysis of main advantages and disadvantages of newly created public spaces show direction of their improvement.
An original fuzzy team control model is presented in this article. The model is based on a non-traditional combination of classical and contemporary achievements of management and mathematical theories of fuzzy logic and fuzzy sets. In methodological terms, the article also offers a set of tools for measuring and evaluating both team performance and the effectiveness of the team control system in the organization. Fuzzy tools and techniques for decision-making, studying of hidden effects and joint influences, and quantification of evaluations are employed in this set of tools. The suggested fuzzy model contributes to overcoming theoretical deficits on the issues of team control, and the methodology of team control fills a gap in the toolkit of team management. The results from verification of the fuzzy team control model at a small-sized Bulgarian enterprise are also discussed in this article. They indicate that it is possible to develop a fuzzy model for team control, increasing the effectiveness of the team control system in the enterprise.
Gala Lake National Park that has an international importance is one of the most important wetland ecosystems for Turkey. As same as many aquatic habitats, Gala Lake is under a significant anthropogenic pressure originated from agricultural activities conducted around the lake and from industrial discharges by means of Ergene River. The aim of this study was to evaluate the sediment quality of Gala Lake and Irrigation Canal by investigating some toxic element accumulations (As, B, Ni, Cr, Pb, Cd, Zn and Cu) from a statistical perspective. Pearson Correlation Index (PCI) and Factor Analysis (FA) were applied to detected data in order to determine the associated contaminants and effective factors on the system. Potential Ecological Risk Index (RI) and Biological Risk Index based sediment quality guidelines (mERM-Q) applied to detected data in order to assess the ecological and biological risks of heavy metals in the ecosystem. Also Geographic Information System (GIS) technology was used to make visual explanations by presenting distribution maps of investigated elements. According to the results of PCI, significant positive correlations were recorded among the investigated toxic elements at 0.01 significance level. According to the results of FA, two factors, which were named as “Agricultural Factor” and “Industrial Factor”, explained 86.6% of the total variance. According to the results of Potential Ecological Risk Index, cadmium was found to be the highest risk factor and according to results of Biological Risk Index, nickel and chromium were found to be the highest risk factors for Gala Lake and Irrigation Canal. As a result of the present study, it was also determined that heavy metal contents in sediments of Gala Lake National Park reached to critical levels and the system is intensively under effect of agricultural and industrial originated pollution.
The primary evaluation of the economic losses caused by water pollution in Shanghai in the year 2009 is made by classification approach in order to provide basis for decision of the relative water management policy. The result shows that the portion of water pollution losses in GDP of Shanghai was 2.7%, which was still lower than the average level of whole China despite of the local high population density and the scale of industry, suggesting to some extent the continuous attention in water protection paid by Shanghai government.
The paper is concerned with comparing the methods for determining the ferrite content in castings from duplex stainless steels. It uses Schaeffler diagram, empirical formula based calculation, image analysis of metallographic sample, X-ray diffraction and measurement with a feritscope. The influence of wall thickness of the casting on the ferrite content was tested too. The results of the experiments show that the casting thickness of 25 or 60 mm does not have a significant effect on the measured amount of ferrite. The image analysis of metallographic sample and the measurement with the feritscope appear to be the most suitable methods. On the contrary, predictive methods, such as Schaeffler diagram or empirical formula based calculation are only indicative and cannot replace the real measurements. X-ray diffraction seems to be the least suitable measuring method. Values of ferrite content measured in such a way often deviated from the values measured by image analysis and with feritscope.
The paper presents a new ontology-based approach to the elaboration and management of evidences prepared by developers for the IT security evaluation process according to the Common Criteria standard. The evidences concern the claimed EAL (Evaluation Assurance Level) for a developed IT product or system, called TOE (Target of Evaluation), and depend on the TOE features and its development environment. Evidences should be prepared for the broad range of IT products and systems requiring assurance. The selected issues concerning the author’s elaborated ontology are discussed, such as: ontology domain and scope definition, identification of terms within the domain, identification of the hierarchy of classes and their properties, creation of instances, and an ontology validation process. This work is aimed at the development of a prototype of a knowledge base representing patterns for evidences.
The effectiveness of cast iron spheroidization with FeSiMg master alloy by the traditional method and using a reaction chamber placed in the cavity of foundry mould was compared. The method of cast iron treatment in mould cavity using a reaction chamber is an innovative technology developed by the Foundry Research Institute in Krakow. The effectiveness of the spheroidization process carried out by both methods was checked on a series of test castings. The article also presents the results of metallographic examinations and mechanical testing, including the discussion of magnesium yield and its assimilation rate.
In this article, the classification of underground space types is analyzed. It is established that there are objects that are taxed in the tax code of Ukraine and there are those that are not taxed. The results of the research are justified by the lack of mechanisms and technical solutions of three-dimensional objects of commercial space taxation, which have been intensively developing in Ukraine. The ways of solving legal conflicts regarding registration and taxation of real estate objects are suggested. Based on the study of the legislative base and normative legal documents in the sphere of land relations, a classifier of three-dimensional space objects, which today are fully or partially used for commercial purposes in various types of economic activity has been proposed. The analysis of the regulatory and legal framework regarding the taxation of underground space facilities has been carried out. Objects for which the taxation of land is charged and those objects for which there is no charge for the use of underground space have been identified. A methodology for the justified calculation of a decreasing percentage ratio for calculating a normative monetary evaluation (NME) is developed for the cases where the object of an underground commercial space is located at a distance from the center in one of the proposed zones.
The Traffic Flow Description (TFD) option of the IP protocol is an experimental option, designed by the Authors and described by the IETF’s Internet Draft. This option was intended for signalling for QoS purposes. Knowledge about forthcoming traffic (such as the amount of data that will be transferred in a given period of time) is conveyed in the fields of the option between end-systems. TFD-capable routers on a path (or a multicast tree) between the sender and receiver(s) are able to read this information, process it and use it for bandwidth allocation. If the time horizons are short enough, bandwidth allocation will be performed dynamically. In the paper a performance evaluation of an HD video transmission QoS assured with the use of the TFD option is presented. The analysis was made for a variable number of video streams and a variable number of TCP flows that compete with the videos for the bandwidth of the shared link. Results show that the dynamic bandwidth allocation using the TFD option better assures the QoS of HD video than the classic solution, based on the RSVP protocol.
The work contains a description of a developed experimental and theoretical method of modeling of solid waste combustion in a device equipped with a moving grate and capability to optimize the work of waste incineration plant. Implementation of this issue was based on results of experimental studies made on a laboratory scale boiler. This was possible by defining and testing indicators of quantitative assessment of combustion such as: reaction front rate, ignition rate, the rate of combusted mass loss and the heat release rate. These indicators as measurable "criteria indicators" allow transfer of parameters from a laboratory-scale unit, working in the transient regime into an industrial full scale grate device working continuously in stable determined conditions. This allows for wide optimization possibilities in the operation of a waste incineration plant, in particular the combustion chamber, equipped with a moving grate system.
