Revitalization programme and spatial and strategic management, Revitalization programme is the set of integrated activities in favour of a local community, space and economy, which are territorially concentrated and performed by revitalization stakeholdres. These activities should be based on revitalizing strategic and spatial management strongly oriented to improvement of life and living conditions of a local community. The aim of the article is to explain the essence of revitalization programme as a scenario of spatial and strategic activities of the borough authorities. The authors proves that spatial management and strategic management are the tools that enable them to conduct the revitalization process. In the study there is a passage devoted to theoretical and operational meaning of the subject issue. Also the example collected from The Local Revitalization Programme of Krobia Borough, which was elaborated in 2017, has been presented.
Socio-Economic Effects of the Spatial Chaos for the Settlement Systems and Functional Land Use Structure. The aim of the study is an attempt to estimate, on the basis of literature and own analyzes, how costs are related to spatial chaos, i.e. mainly dispersion of settlement. Mainly residential (housing) settlement was addressed, which contributes the most to the defective structure of the entire settlement. In particular, the analysis uses several concentration indicators and graphical methods, including the so-called minimal spanning tree (MST). Analyzes have shown that costs can amount to several dozen billion zlotys a year, resulting due to the lack of utilities, unsatisfactory condition of public infrastructure, morphological and functional chaos, excessive location of buildings in agricultural areas, oversupply of investment land with low location potential and as a result of low economic efficiency and effectiveness of settlement.
The article aims at determining the place and role of environmental issues in spatial management in relation to scientific achievements of Professor Zbyszko Chojnicki. A few words about the professor’s approach to the issue of using the natural environment in spatial management provide a starting point for the ongoing discussion. Next, attention is paid to the place of environmental issues in the interactive model and in the conception of the territorial social system by Professor Chojnicki. This concerns first of all the distinction and description of these elements of the natural environment and environmental relations which are identified in these systemic aspects. In the following part of the article, the analysis of environmental issues is carried out as the subject of interest of spatial management in the context of scientific achievements of Professor Chojnicki in this field. The paper concludes with a short presentation of studies inspired by works of Professor Chojnicki on sustainable development of cities.
Expenditures Related to Technical Infrastructure. The aim of the study is to answer to the question what is the economic (financial) scale of expenditure and local investments related to the technical infrastructure and to what extent the investment processes are correlated with the planning coverage. The study is based on data used in the annual reports of the Institute of Geography and Spatial Organization of the Polish Academy of Sciences on the state of planning work in communes. A detailed analysis of municipal budget expenditures was carried out, demonstrating large diversity of water and sewerage services, road construction and renovation, investment expenditures, etc. The research showed that a significant part of the investment is located outside local plans based on the decision on building conditions. This creates a serious risk of irrationality of spatial management and leads to increase of infrastructure service costs.
Costs of Spatial Disorder for the Real Estate Market. The article discusses the problem of costs which the spatial disorder in Poland causes in the real estate market. It also draws attention to the likely future consequences of the current lack of spatial order for the domestic real estate market. The impact of spatial chaos on the functioning of this market was considered in terms of economic, social and environmental costs. In the empirical part of the paper, analyzing land turnover in the Poznań agglomeration, the characteristics of the undeveloped real estate market in metropolitan areas in Poland were presented. At the same time, the negative effects of land trading in the situation of a flawed spatial planning system were emphasized. In addition, particular attention was paid to the common practice in Poland of excluding only part of the investment plots from agricultural use. At the same time, the urgent need to create the mechanisms of the actual protection of agricultural land within the agglomeration is emphasized.
Cultural, ideological and social sources of anarchy in spatial management in Poland. The article is an individual statement about the state of the steering sphere of spatial management in Poland. The author puts forward the thesis that for years there has been anarchy in it, which deepened in the period of systemic transformation. Despite the established legal framework of spatial management, consistent with European standards and the existence of spatial planning institutions at local, regional and national level, manifestations of anarchy are widely visible. This is an important, though not the only, reason for the widely observed and repeatedly documented disorder and even spatial chaos in the material sphere of spatial management in Poland. The sources of this anarchy are sought in a specific Polish culture, ideologies professed by professionals related to spatial management, and in old and new social divisions.
Geography versus spatial management. The aim of the article is to draw attention to substantive connections that combine spatial management with geography, first of all with socio-economic geography. Both disciplines are of a multidimensional nature and they expose physical space as a field of their interests. The convergence of disciplines is also reflected in the research methodology – a spatial analysis has been developing in socio-economic geography since the 1960s by the so-called spatial direction. Both disciplines are competitive not only on the scientific, but also educational and utilitarian (socio-economic practice) market. The article focuses on the essence and a cognitive sense of both fields, in general, and on their scope of competence. Spatial management should be developed as part of basic sciences, including geography as its professional specialization.
Unfavorable spatial structure of arable land located in Małopolska is a major obstacle in conducting agricultural activity. Arable lands located in the southern part of Małopolska are fragmented, have small area, and irregular shapes. Agricultural activity on land with an unfavorable spatial structure is associated with an increase in production costs, which directly results in lower income of farms. One of the methods of improving spatial conditions is to implement land consolidation works. They allow to organize the spatial structure, increase the area of agriculturally used parcels, while reducing their number. The article presents a new approach in determining the parameters of land fragmentation. GIS tools were used to identify areas with unfavorable spatial parameters. The methodology which allows for the processing, filtration of source data, determination and visualization of land fragmentation parameters is discussed. As part of the research, the Binning method was used, which allows to visualize the phenomenon and simultaneously reduce the data used. In the work, a detailed assessment of land fragmentation parameters was made, which can be used in agricultural land management works. Analyzes have shown that the southern areas of the Nowy Targ County are characterized by intensive fragmentation of arable land. There are also unfavorable parameters related to the elongation and shape of parcels in the discussed areas.
Potential Compensatory Costs Related to Invalid Spatial Planning in Communes. The purpose of the article is to compare the costs of enacted local plans and their possible repeal in the part concerning the faulty (irrational) allocation of land for various functions. It was attempted to estimate the costs associated with the hypothetical repeal of local plans in a situation where such a need arises, resulting from the overestimation of areas designated especially for housing development. These costs are primarily the need to pay compensation to landowners for those parts of the land that first changed their intended use from a lower market value to a higher one, and then there would be a hypothetical “reverse” operation (e.g. restoration of agricultural use). It was obtained that depending on the methodology, these costs could fluctuate between 135-325 billion PLN. This means that there is no possibility of ‘automatic’ repealing defective local plans across the all country.
